IPEX’s RSS feeds : a good idea, a bad service

Http://www.ipex.eu is the website for Interparliamentary EU Information Exchange. As everybody knows, the Lisbon's Treaty will empower the European Parliament but also the national parliaments. 

That implies the two categories of democratic bodies must work together and exchange relevant information. But taking into account the fact the European Institutions produce each year a lot of documents (around 500 Commission’s proposals), the exchange process must be thematically focused to avoid overflow. From the 27 national sides, the amount of documents could be also very huge.

Presently the IPEX website offers a RSS feed. But it is impossible to manage it and it is useless.

EUR-Lex, formerly Celex, is the online access to European Union law. Opened in 1981, it is the oldest legal database.

The articles in this anniversary book, written by different contributors from in- and outside the Publications Office (which manages EUR-Lex), give an overview of the past, and present reflections on future evolutions. Documents on the legal basis of Celex and EUR-Lex, as well as a chronological overview, complete more personal views.

The analysis of the past services goes far beyond the history of a legal database; it also shows the slow evolution towards true free-of-charge access to law for everyone.

Law deconstructed ? Self- and Co-Regulation

A public hearing, which the EESC's Single Market Observatory (SMO) organised at the Committee's headquarters building on 31 March 2008 on "The Current State of European Self- and Co-Regulation", demonstrated the vivid interest of civil society organisations in alternative instruments to "hard law". Some 130 participants from all sectors of activity and from the EU institutions engaged in a lively debate on the prospects and limits of self- and co-regulation. A new database dedicated to European self- and co-regulation initiatives, which the EESC developed in close cooperation with the European Commission's Secretariat General, was presented on this occasion.

European Forum of Official Gazettes

The European Forum of Official Gazettes was created in 2004 by the organisations responsible for publishing the official gazettes of the European Union Member States and the Office for Official Publications of the European Communities.
Since 2005, the Forum also invites legal gazettes of countries outside the European Union to participate in its work.
The objectives of the Forum are to exchange ideas and information on publication processes, technology and best practices between the official publishers.
The Forum secretariat is provided by the EU Publications Office in Luxembourg

An overview of the publishing process of the Official Jounals (OJ) or Gazettes on paper or online with some information about legal preparation tools (XML…), legal value of the eletronic version, archiving ….

It must be noted that the electronic online version is legally binding in Austria, Belgium, Danemank, Estonia . It will be also the case for Portugal, Slovenia and Sapin beginning 2009.Regarding France, some texts published in the OJ are legally binding in their electronic version. 

Web 2.0, an undercurrent that shake the Administrations

Few Departments and Agencies use currently tools related to Web 2.0 to interact with citizens. The  so called 2.0,Government which requires dialogue and greater participation with citizens, calls for a reorganization and a review of public operations. Gartner expects that by 2009, over 70% of the governmental processing strategies will be revised to reflect the principles of Web 2.0 (translation)
