Strange - I couldn't find anything about feeding back about councils in either Gordon Brown's statement or the publication?

Interestingly enough I was today reading two papers "Interaction between States & Citizens in the Age of the Internet: "e-Government" in the United States, Britain and the European Union" by Chadwick & May 2003, along with lawrence Pratchett on "The Modernization of Local Government" (1999). neither of these saw politicians relaxing represenative democracy enough to let e-government to be used in a participative manner. Online feedback, when permitted, is only tokenism at best.
