The report proposes ... three main
actions.

Rely on Gallica, which has "know-how on mass digitization" to create
a single platform, which could be accessed "all assets written in French. It
is necessary, however, says the report, to redesign the Gallica on line service
which "has a usability problem”.

Negotiate with Google and, more generally, partnerships between public and
private.
The report recommends, inter alia, "another form of partnership based on
fair exchange of digital files, without exclusivity." It
would, in other words, to expand the French corpus of Google provided by Google
on its French platform.

The
