EU Lisbon Treaty
The House of Lords EU Select Committee and its Sub-Committees have
conducted an inquiry into the impact of the Lisbon Treaty on the EU and in
particular on the United Kingdom. Each Committee has explored the Treaty's
effects in its area of expertise. Evidence-taking is now over and the report
has been agreed. The Committee aims to provide an assessment of the changes
made by the Treaty and how they would affect the EU and the UK in its final
stage, to inform Parliament's debates on its ratification.
The report and evidence volumes were published on 13
March, 11 am.
Government response to the Committee's report on
the Lisbon Treaty.
If the Treaty enters into force, it will greatly widen the area of Freedom,
Security and Justice under which decisions on draft legislation will be taken
by qualified majority voting rather than, as now, by unanimity. The Government
secured an agreement that such legislation would apply to the United Kingdom
only if the Government opted in to it. Between April and June 2008 the Select
Committee negotiated with the Government the details of Parliamentary control over
Government decisions to opt in.
